The real question is, what are these fund used for. Can you tell me that Chester City is $10.5 Million better off?
In the 2015-2016 fiscal year, Delaware County’s Local Share Assessment (LSA) amounted to $4.9 million, and the share for host city Chester totaled $10.5 million.
A better approach is to cut spending by the amount of this LSA for all municipalities involved..

Not a bad approach austerity sometimes has good intentions but these are the factories of today recycling social security checks
