Olive Street Garage - Full Depth Repair Should Have Happened

I received a report on last night's Public Works Committee Meeting regarding the assessment of the Olive Street Garage.  Structure Care engineering from Lancaster, PA conducted the evaluation and presented an overview of their findings.

Here are some of the takeaways:
  • Some work done in 2014 needs to be re-done.
  • Water cannot be allowed to sit.
  • Underlying deterioration occurring 'Rotting Away' . Full depth repair should have happened.
  • Barriers will need to remain.  Structural beams are there for mitigating issues.
  • Some concrete is knocked down purposely to mitigate.
  • It was clear deterioration was missed in 2014. "15 years of damage didn't happen overnight."
  • Option to repair a function of cost (Note: no cost estimates of repair or replacement was discussed).
  • When asked, "is the garage safe?" the presenter said "correct."

With new restaurants opening and Dining Under the Start about to start, it's a very inopportune time to learn the garage is in need of substantial repairs again, if not a total replacement.  In 2014 the borough spent ~$900,000 and closed the garage to fix the very issues that are now in question.

Questions:
  • Who did the work and where is a list of the itemized repairs done?
  • How many estimates were received and what were their assessments/recommendations of the repair?
  • Who oversaw the completion and signed off on work in 2014?
  • Why wasn't the contractor brought back in to repair leaks that later developed?

  1. This is maddening. We might need to shut down this garage? How will businesses stay open?

    1. Our Borough Council doesn't care about ANYONE in this town. Not the businesses or restaurants, not the people that live here, not the "tourists," and not the county workers. Heck they probably have forgotten about who votes for them too.

Do yourself a favor, if you want to stop the madness take a friend to the polls and VOTE Republican.

  2. I don't normally vote in municipal elections. But if I have to get off my butt to send a message so be it. How the heck is anyone supposed to park in this town? The side streets will be a mess.

    1. I am glad I didn't go or know about this meeting. If I had gone I would have been boiling mad from what I am seeing here.

  4. We spent $900k on parking garage repairs 5 years ago. Now we are going to have to spend more? These people are a joke.
