What an awful thing to say. Calling someone a coward when they are trying to feed their children. If you want to say it's in defiance of an order sure but I wouldn't call it cowardice.
Those counties are now, correctly, backing off their dangerous threats to reopen prior to it being scientifically and medical sound to do so. Tantrums against the serious of this pandemic or the expertise of the medical professionals helping guide our response isn't going to make things magically better.
And the cowardice is on the part of the people running those counties who threatened to defy the state's orders, not the misled and deluded individual who are asking to reopen things.
