Media Borough Council provides 24hr Notice on Important Zoning Amendment and affected party wasn't notified.

If it wasn't bad enough that Media Borough Council held a meeting on Tuesday (9/26) at 4pm to unveil the new proposal for former Towne House site, this latest "special meeting" on a zoning change conducted at 8am today may be of interest.  The meeting in question was to change an amendment in the zoning of Broomall Lake Country Club to Municipal Education Recreation Community.

The legal notice was found yesterday, for a meeting today (9/29), on page 37 of the Daily Times print edition.  Searching the online classifieds (Legal Notices)  did not provide anything on regarding this meeting.  There was a post about it on the mediaborough.com website, but it's not clear when that was posted.  I've sent an email to borough hall asking for the date and timestamp of that post.

A couple question the community would like answered:

  • Why is Media Borough Council giving extremely short (24 hr) notice on a meeting like this for an ordinance change to a parcel of land?  
  • Why was the group affected by this change not notified?  I spoke to a representative of Broomall Lake CC this morning who said the borough never even communicated the special meeting with them.
  • Media Borough was found in Contempt of Court over Third Street Bridge, in what way does this meeting affect that court decision.  Is Media Borough employing a strategy to do something different with the repair of Third Street Bridge?
  • Why can Media Borough post a food scrap survey to their Facebook social media site, and not the meeting that was held regarding Tuesday's Towne House Proposal or this "special meeting"?

  1. These is what a group does that is trying to hide something or push an agenda they don't want people to know about. Media has a serious problem on its hands.

    1. Media borough plays this game with residents as well - interpreting zoning and bldg codes how they want to and where it suits them or their friends - Terriible how obvious this is.

  3. Apparently this is to make sure it stays as a recreation facility since it's zoned residential it could be built on if no amendments are made (and there's a lot of building happening now all over Media already)

  4. Broomall Lake Country club is currently zoned R-2& R-3... which permits several different types of residential building.. I'm asking sincerely, Tedman, shouldn't the zoning of the BLCC have already happened by now and its better late than never? The other two parcels are going to be pocket parks... those two should also be changed over to (M)ERC so that residential construction can never happen there either.

    Above is the current zoning map.. currently, Barrall Field Complex, the Borough Municipal Bldg, Glen Prov Park, and the old location of Nativity BVM School are zoned (M)ERC.

    I get its shady to give such short notice, but that zoning makes sense to me.

  5. Speaking of zoning ... looking at the map, you can see the location of the Towne House is zoned HBO.. or Highway Business or Office... Not zoned for Apartments. Will require a variance, as such.

  6. Interesting is MEDIA BOROUGH COUNCIL now going to start SPOT ZONING.

    I understand this is directed at a private group. But my fear is what happens when Council directs its power at private residents. Hope no Council members covet any R2 or R3 zoned private lots. It is all someone else's problem/issue until Council comes for one of us.(the residents)

    1. It's already being done letting one resident build one addition but telling another resident you can't do the same thing different set of rules for different people and or your party affiliation sounds familiar with the BLCC controversy

  7. People who bought property next door or adjacent to these properties new what could or could not be buit on the property when they moved in. In the case of the pocket park you knew, or should\could have know, that a house or houses could be built by right on that lot(s). Now you are going to live next door to a park, which some people might or might not want. Whether you are in favor of the park or not living next to a park is differnt then living next to another house and some may like it and some may not.

    People cetainly have a right to their own opinion.

    As for the Country Club that is also private property and they have a right to develop that property in accordance with current zoning. Whether or not they choice to do that is up to the owner of the property.

    Zoning changes are legaly complicated, including notification requirements, and council could incure substaintial legal fees defending these changes if not done correctly. Of course that cost will be paid by Media Borough residence.

  8. I would hope council follows the procedures in the borough's own ordinances, including what is stated below, an avoids unneccessary legal fees. As stated in the township's code


    "As required by the Pennsylvania Municipalities Planning Code, at least 30 days prior to the public hearing on the amendment by the Borough, the Borough shall submit the proposed amendment to the County Planning Agency for recommendations.
    [amended 1-15-2004 by Ord. No. 984]"

  9. Seems to me Media Borough and not sure if if it's Bob Scott, Jeff Smith, or Brian Hall perhaps all of them but they're inviting legal again against the borough, costing the tax payers of media money and for what collective gain.

  11. Un-f***ing believable! Why were the private property owners ever even contacted to participate in a discussion about the change? Sneaky doesn't begin to describe the way this was maneuvered with such small legal margins. Next thing you know, the boro will own your backyard and you won't even know it.

  12. The complexities of zoning laws can be a very complicated manner to maneuver through. WOW! Looks like both Hall and Scott got their law degrees from University of Phoenix: Online Colleges, Schools & Classes. They are about to get their clocks cleaned at the expense of the Media Taxpayers. Buck up, chumps!

Didn't the 'Man of the People' in Venezuela try that too with a thing called 'socialism' and nationalizing oil companies? No need for dog licenses there, most have already been eaten by the populace to survive.

  14. Wait, What? Media Borough can rezone private property with nothing more than 24hr notice, but when massive development takes place at every end of Media they say, "well, that's private property."

    Ha! Lies, lies and more lies. What an embarrassment of a town. They can't even tell a lie without messing up.

  15. F-this town. Let it become the West Philadelphia it's trying to become because 'urbanization' is just such a cool thing, right? Rt. 476 use to be the firewall, now it looks like people will fall back past Rt.202. Three people shot in Chester last week, a mere bike ride from Media.

Bottom line, when you don't show up to the meetings, when you don't write letters to them or their superiors in government, and then only post complaints and conjecture via social media, and believe this makes you civically-engaged and responsible, you end up getting what you deserve. Their transparency is lackluster at best, but so is 7th grade banter. Get active (really active) or go home.

    1. Hard to show up at a meeting on no notice. I called the Borough office Friday at 8:45 a.m. once I found out about the meeting. Only notice was image above on page 37 of Daily Times less than 36 hours before the scheduled meeting. Borough official confirmed meeting was over and NO ONE ASIDE FROM COUNCIL MEMBERS WHERE IN ATTENDANCE.
      Hard to play the game when game is rigged. SMH

  18. A couple of things the reason Glen Providence Park exists is the Media Rowing Club now broomall lake country club. Second then actions of council to rezone this land or "lake" is reckless . Last dredging
    The area would be cost prohibitive just ask the Aqua PA folks when they dredged the Lower Crum Reservior and then had to deal with the residual waste from the dredge material which is different then just fill dirt

Just for a point of clarification...yes the special meeting was held at 8am with only 24hr notice, but the meeting was "to consider authorizing the drafting and advertisement of an ordinance amending the zoning map…" so fyi... that does not mean the drafting of the changes has occurred or been approved. Will have to look into the minutes to see if they authorized the drafting of changes to the zoning map and then residents should look for future meetings that are required to be held by the Borough prior to adopting of any amendments. So there is still time to comment and engage the Borough regarding the potential changes.

      Hall seems to have a personal grudge against BLCC so based upon his track record of being held in contempt of court let the judge decide
