PENNDOT waiting on action from Media Borough and Delaware County regarding advancement of the Media 3rd St. Project.

A reader submitted this email response from PennDot updating them on the status of the Third St. Bridge repair.  Contrary to updates given by Media Borough Council, PennDot is clearly waiting on action from Media Borough and Delaware County in order to organize project.

This e-mail is in response to your 10/7/2019 correspondence concerning the project to improve the 3rd Street crossing of Broomall’s Run adjacent to the Broomall’s Lake County Club (BLCC) and Delaware County’s Glen Providence Park.

Please be advised that this project is a “local” project and that Media Borough (not PennDOT) is leading the development of the project.  It is our understanding that Media Borough is doing so in consultation and cooperation with BLCC and Delaware County in accordance with a stipulation agreement.

Concerning the project development status it is my understanding that the formalization of the detailed O&M arrangements for the proposed dam have yet to be memorialized and that Delaware County has yet to respond concerning the Borough’s correspondence (attached) related to the applicability of the Section 2002 No Adverse Use Finding.

Should the local parties continue to desire the advancement of the project, I would urge the parties to formalize the detailed dam O&M arrangements as soon as possible.  The absence of the same precludes the completion of the ROW Plans and the finalization of the Act 120 Environmental Documentation.  The second attached document indicates the status of the project development activities and identifies remaining activities that will need to be completed for advancement of the project.

Should you have any further questions related to the Department’s involvement in the project, please feel free to reach out to Design Portfolio Manager Tim Stevenson at 610.205.6820 or via e-mail at tstevenson@pa.gov.

Respectfully,

    2. I saw Brian hall browbeat residents at the pocket park meeting so common of him and shameful
And by the way where is the stormwater master plan I'm being flooded every 2 in per hour rainfall event gee thanks media Borough you sure know how to treat residents that don't live next to a council person or have some sad sack story that allows people to look the other way with bldg permits

    3. How much had the borough spent on consultants and layers to hold up this project and make Frak Daly's neighborhood free of more cars
This is likely a good bit of money and it should get revealed
How many times does Brusn Hall have to say we're not driving the bus on the project

  2. Aren't the current elected officials running for re-election still in contempt of court? Yeah, let me vote them again.

    1. Brian Hall said that they were all on a magical weird bus ride though with the 3rd Street Bridge!!! Brian Hall is a liar and Peter Williamson and Paul Robinson should be voted out with him this Tuesday because of their complacency.

    3. It's a shame Tassiug -Lux and Wolf are good at working together why can't the Dam /Brudge project get moving ? If something doesn't happen soon why doesn't the borough just buy the portion of Glen providence park and rezone it MERC, better yet put a super Wawa their or a 5 story hotel that could media first fair trade hotel and our west gateway

    4. The Borough Council is full of cronies. Paul Robinson is the biggest @ss on the Council. Just slightly ahead of the slimeball Brian Hall. Too bad the Republicans look likely to only beat one of them. The Democrats are too strong to beat them all.

  3. I wonder how much the borough has spend in lawyer and consulting fees over the last 20 years? I'm sure a lot of the cost are buried in "administration costs" but it would be nice to know.

  4. Vote out Brian Hall. He lied to everyone this year. He lied to that lady that got up and asked about the bridge project a few months ago. He needs to go.

    1. He's a liar in general. When hasn't he lied to anyone recently. Rumsey, Straw, Grace, random people, he does it at every meeting. I tape the council meetings because watching Brian Hall speak puts "Days of our Lives" or "General Hospital" to shame.

    2. LOL Ryan Grace lies to himself. What the heck is a "Progressive Conservative," looks more like he's pandering!

  5. Remember when Hall was hiding the whole stipulation agreement with Broomall's lake back in Jan. from Terry Rumsey? Or when Michael Straw got up in a meeting and asked whether the Borough was still in contempt of court regarding 3rd Street? Then they cut off the recording? Vote them all out. Time to vote for someone else like Michael Straw on Nov. 5th.

    1. Who is Terry Rumsey? I've heard of Michael Straw but I don't know who this Terry Rumsey guy is. I'll vote for Michael Straw if he's not on the Council now. It's time for change.

    1. I vote Democrat every election. I have met two people during this election running for Council. I met Michael Straw a few weeks ago and he shared with me his vision. I also met Brian Hall. Brian told me that there was no significant difference between him and Straw except he has experience. In my opinion that experience "answer" seemed to be a cop-out, he didn't tell me anything that was different regarding his views. Meanwhile Michael Straw provided ideas for the town and didn't even bring up any of his opponents. I was surpised to find he is a Republican. He's the only one I am voting for in November for Borough Council.

    2. Agreed. Michael Straw is the only one that has come to my door. He's the only one that will get my vote.

    3. Peter Williamson and Michael Straw are the only people I know. They are the only ones I'll support.

    4. Hall has stalled on the bridge. He had TOO MUCH experience in stalling imo

    5. Michael Straw is a Republican and that's the only thing that bothers me. But in the end of the day Paul Robinson and Brian Hall are @ssholes so I'm probably voting for him too. Straw seems to have a good head on his shoulders.

  10. Two words for the borough regarding the 5th Street Park plans, Adverse Possession. I guess you don't think it applies to poor and unconnected people. You're a bunch of bullies who have no power outside of your thiefdom.

    2. Brian Hall/Peter Williamson/ Amy Johnson are BULLIES trying to steal private property from tax paying residents to promote their silly vision of Paradise. All three should be ashamed do to others and you would have others do to you. Liberal hypocrisy at its best.

    3. Vote out all 3 of them this year. They need to go!

    4. What is Adverse Possession?

The doctrine of adverse possession is a legal concept that allows a trespasser – sometimes a stranger, but more often a neighbor – to gain legal title over land that was once owned by someone else. The doctrine has developed as a way to achieve a fair result when a land owner has neglected or forgotten about a piece or portion of land, while another has been in possession of and using the land for an extended period of time, such that forcing that person, i.e., the adverse possessor, to depart or vacate the land would create hardship and/or inequity.

Adverse possession in Pennsylvania is established based on the character of a trespasser’s possession and the length of time he possesses the land in question. Under Pennsylvania law, to sustain a claim for title to real property through adverse possession, a litigant must prove her actual, continuous, open, notorious, exclusive, distinct, hostile, and adverse possession of the property in dispute for a period in excess of twenty-one (21) years.

Don't let the Borough bully you. They'll lose if it goes to litigation.

  12. End the madness. We need to vote out anyone who sits on Council this Election Day!

  13. What a disgrace. Brian Hall is a liar.

  14. Wow; you guys really showed them. The gentlemen on council basically doubled their margins of victory from 400 votes to 800 votes from 2015 to 2019. Now stop acting like any of you council-bashers actually live in Media and/or represent anything other than the lunatic fringe.

    1. To GuyMedia. I am going to give credit where credit is due. Straw seems to have handled the loss gracefully and had 700+ votes. His facebook concession was nothing short of a positive person who cares about this town. When's the last time a Republican got that many votes too? Clearly a lot of people liked him. I didn't vote for him but I honestly hope he runs again. He seems to be a good person and honestly proved a lot of people wrong, he was nothing but a ball of energy and was kind when I talked with him when I voted yesterday. I didn't vote for any of the Borough Council candidates this year. I couldn't vote Republican but I couldn't vote for any of the Denocrats either. None of them came to my door and none of them earned it. Straw came to more door though. If he were not a Republican he would have had my vote in this election.

    2. Hey Anon 11/6/19 - I agree Straw's campaign had a lot of vigor, but he still lost by a bigger ratio than the Rs did in any contested campaign over the last decade. I think how he noticeably outperformed the other R candidates was commendable, but the overall tally was a record setting (for the borough at least) blowout. What I didn't care for with straw was that his campaign was often boosted on-line by liars, bigots, and quite frankly a lot of people who don't live in Media Borough. I hope he continues to ask tough questions at council meetings and stay involved in community issues, but overall I'm not looking to provide the GOP with any kind of wins in any level of election given the current makeup of the party.

    3. Oh please. Straw would be a remarkable improvement over Paul Robinson easily. You think more about partisanship and less about the town. If you think all those people came out to vote for Brian Hall, Peter Williamson, and Paul Robinson you aren't looking at the entire election clearly. This election was about Trump and the county offices. It was unfortunate that Straw had ran this year because he probably would have won in almost any other.

  15. I'm not old, not a bigot, not ignorant, not racist, not homophobic, and not compatible with the progressive one-think that you must follow in order to live among modern day Democrats. I have no desire to support progressive policies with my tax money. Unfortunately, I have 736 days until Delco and Media are nothing more than a poor decision. Virtue signaling and hypocrisy are best summed up with hate has no home here.

Also, 736 days is oddly specific.

    2. I would presume the borough will continue to spend tax payer dollars on lawyers and consultants to hold up the project. Just how much has the borough spent on consultants and lawyers in the last 10 years
This is what the voters wanted so the borough should be forthcoming to what the costs have been
